On 18 February 2014, the first expert workshop of the BIOGOS Project was held in Belgrade at the Serbian Chamber of Commerce.
The gathering focused on the preparation of legislation in the field of biofuels in Croatia, the challenges in implementing Directive 2009/28/EC in Croatia and at European level, as well as on the Croatian legislation system in this field. At the same time, the obligations of the Republic of Serbia with respect to the implementation of this Directive were presented with specific focus on the existing national legal framework, as well as on the country’s biofuels market.
The outcome of discussions and exchange of experience will create a basis for the preparation of a set of recommendations for the legislative acts in the field of biofuels in the Republic of Serbia.
The event gathered members of the National Petroleum Committee of Serbia - World Petroleum Council as well as representatives of Serbian state institutions and ministries, state agencies and oil and gas companies.
BIOGOS is co-financed in the framework of the Know-How Exchange Programme (KEP), sponsored by the CEI Fund at the EBRD entirely financed by Italy. The project is jointly implemented by the Faculty of Mechanical Engineering and Naval Architecture of the University of Zagreb (Croatia) and the National Petroleum Committee of Serbia – World Petroleum Council (Serbia).
The project aims at transferring the experience in implementing the EU legislation, mainly focusing on 2009/28/EC Directive in the field of biofuels and transport. This Directive is part of the EU energy regulation, which provides the outline for EU saving targets in greenhouse gas emissions. In its path towards the European Union, Serbia is encouraged to boost its energy efficiency. It has set up a goal, which foresees a share of 27% of renewable energy sources (RES) in the final energy consumption of the country by 2020.
In the upcoming months, the project activities will deal with the transfer of experience for a practical regulation of biofuels in Croatia. Practical difficulties in the regulation of the biofuels market and the need for investments in new technologies and storage facilities for biofuels in Serbia will be taken into account. The Serb beneficiaries will be involved in a study visit to the institutions and facilities in Croatia, in charge of the biofuels market regulation.
