KEP ITALY: transferring best EU practice in field of waste oil management

The second capacity-building workshop of the WASTEOILFREE project (Integrated Waste-oils Management System. Transfer of Best Practices for Safe, Sustainable and Eco-friendly Transport in Serbia) was held in Belgrade on 19 October 2018 at the Serbian Chamber of Industry and Commerce.

The project, supported under the Know-how Exchange Programme financed by CEI Fund at the EBRD contributed by Italy, started in February this year and is led by the University of Chemistry and Technology of Prague in cooperation with the Czech Technology Platform for Sustainable Chemistry.

Its main objective is the development of an effective management system, including legal, administrative and technical aspects of waste lubricating oils in Serbia.

This workshop was designed for a group of representatives of Serbian institutions, such as the National Petroleum Committee, the Ministry of Construction, Transport and Infrastructure, the Ministry of Environment Protection, the Faculty of Mechanical Engineering of the University of Belgrade, as well as the representatives of oil and gas companies from the country.

The event was also a networking opportunity among experts in the area of waste oil management. The gathering mainly focused on issues of greatest interest to project beneficiaries in Serbia, covering different topics within the waste oil management value chain. They also paid attention to the identification of shortcomings where improvements are still necessary, with the aim of drawing joint conclusions.

Presentations delivered by the Czech institutions covered topics and case studies such as the EU waste oils legislation, procedures in case of waste oils accident, and waste oil manipulation in boat transportation.

The project will end in December 2018 and is expected to deliver the following outcomes:

  • Identification of shortcomings in existing legislative and policy framework related to the waste oil management system (with focus on shipborne waste oils) in Serbia.
  • Recommendations for a best-practice model for Serbia and further improvement of Serbian public authorities’ capacities dealing with waste oil management (including shipborne waste oils).
