“Reduce energy use and change habits (REACH)” focuses on energy poverty abatement at practical and structural level through tailor-made policies and measures. The Slovenian Know-how provider (Focus) is successfully carrying out the capacity building activities and transfer of know-how and best practices to the main partner in Bosnia and Herzegovina (Centar za ekologiju I energiju) and to additional partners in Serbia and Montenegro (NGO Fractal and NVO Zeleni dom respectively).
After analysing the national situation in the project countries in the field of energy poverty (e.g. energy strategies, energy efficiency action plans, consumer protection programmes, accession reports), the activities focused on the actual transfer of knowhow and skills in energy advising by firstly training the partners and local actors and then the teachers and students of vocational schools.
Focus has so far held 3 training events for around 40 participants, ranging from the project partners to a variety of actors, such as teachers, local NGOs, local communities. All the events, in Tuzla (BiH) on 25 and 26 January, Podgorica (Montenegro) on 28 and 29 January, and Belgrade (Serbia) on 1-2 February, focused on dimensions of energy poverty, approaches to training and implementing visits, and the tools used on energy and water savings and communication with socially vulnerable households. They also contained a practical part, which gave the participants the chance to visit a household where they were shown how to carry out the audits and transfer collected data into specific analysis tools.
The trained participants then transferred the knowledge gained to students who will act as energy advisors during the household visits: In Tuzla, on 12-13 May, the training at the High school of Construction and Geodesy and Electro and of the technical school was attended by 36 students and 8 teachers and representatives of NGOs; in Podgorica 26 students and 4 professors of the electrotechnical school ‘’VasoAligrudić’’ met on 13 and 14 April. A training will also be held in Belgrade this fall.
Promotional campaigns are currently ongoing in Tuzla, where 100 energy poor households are being selected through the Association of Pensioners. Meetings were held with representatives of local communities „Kula“ and „Gornja Tuzla“. Equipment for household visits and a set for energy and water saving devices have been purchased (2 LED light bulbs, aerator and extension cord) which will be distributed to the households; in Podgorica cooperation has been established with the Red Cross who provided the project team with contacts of 100 households; in Belgrade the project partners had meetings with technical schools, centres for social work, municipalities and their structures, NGOs and faculties.
This project is co-financed through a KEP AUSTRIA grant amounting to 45,000 EUR.
