Call for technical assistance for "PROCAREFUL" project implementation

The Central European Initiative – Executive Secretariat (hereinafter referred to as CEI-ES) is a Project Partner of the Project PROCAREFUL – “PRO.ACTIVE CARE FOR U.SERS L.IFE” PROJECT (CE0100187), (heireinafter referred to as the “Project”), co-financed by the Interreg Central Europe Programme.

The 36-month Project (01/03/2023 - 28/02/2026) aims at tackling the challenge of the existing urban and rural gap in home care accessibility and timely delivery by pushing the uptake of innovative digital solutions and upscaling the existing health and social care services by moving them from a reactive towards a proactive care approach. To achieve this, the partners work on a solution that combines face-to-face care with remote and digital support based on machine learning and artificial intelligence: the PROCAREFUL model for hybrid home care services to support independent living of older and vulnerable people in need of care, which will be tested in five regions.

The CEI is responsible for Work Package 3 - the development of the social impact evaluation of the PROCAREFUL model* and the development of policy guidelines in a strategic framework of analysis. The aim is to scale up innovative care models by informing policy makers and stakeholders through the impact evidence.

The CEI- ES is launching this awarding procedure with the aim to subcontract an expert that shall provide technical assistance in the implementation of work package 3 activities, in particular the delivery of the PROCAREFUL evaluation model of ICT based integrated care (D.3.1.2), the multidimensional qualitative impact assessment of change generated by the innovative services and care provision models (D.3.1.2) and the Policy Guidelines regarding innovation, scaling up and transferability policy strategies, focusing on introduction and development of innovative care models involving key stakeholders at regional/transnational level (D.3.2.2).

*The PROCAREFUL hybrid model aims at preventing cognitive and physical decline and social isolation of older people in the need of care. The model intends to improve or at least help older people to sustain their mental, social and physical level of wellness and autonomy taking advantage of the digitalisation. It is supposed to support people in need of care that can still benefit from preventive solution together with their formal and /or informal carers. 

The model will be tested over 12 months (September 2024 – August 2025) in 5 different pilot areas (Treviso, Split, Baden Wurttemberg, Log-Dragomer and Lubin), by adapting the model to the specific setting and user needs. Before the implementation partners will perform a pre-implementation assessment and co-design phase, that will end in August 2024, before the pilots’ start. During the needs analysis partners will examine the specific needs of the home care environment and demographic and healthcare needs. Information about the pre-implementation state of the art will be made available also in view of impact assessment. Last but not leas a reliability test or pre-test before implementing the pilot will be performed in home care environment to ensure smooth running of the implementation and earn trust of the end-users.
