The principles and tools of public participation in budgeting process were the topics of dicussions at the two seminars on “Public Participation in Budgeting Process on Local Level” held in Cherkassy city on January 20-21 and in Vinnitsa city on January 22-23, 2015.
The seminars were organised in the framework of the Polish-Ukrainian Cooperation Foundation PAUCI Project entitled "Performance budgets in Cherkasy and Vinnitsa - support for good governance and financial transparency of local governments in Ukraine".
The project, also financed by the European Union, aims at strengthening good governance capacity for the local administration and NGOs of the regional capitals of Vinnitsa and Cherkasy. Special attention is also paid to strengthening financial transparency in the management of those cities centered on experience of performance-based budgeting already introduced in Polish cities.
During the seminar, representatives of local NGOs presented their experience in public engagement to the budgeting process in the cities of Cherkasy and Vinnitsa. Polish experts Peter Drygala, Chairman of the Dialogue and Partnership Commission of Association of Polish Cities, as well as Pshemislav Gorski, Director of Urban Culture Point Prexer-UL and Board Member of Lodz Urban Initiative Association were amongst the seminar participants.
The project is co-financed by the Polish Government and the CEI Fund at the EBRD (contributed by Italy) in the framework of the CEI Know-How Exchange Programme (KEP), the CEI support amounts to 35.371 EUR, out of the total project cost of 231.784 EUR.
