The CEI Fund at the EBRD - entirely supported by Italy - contributes with 40.000 EUR to the 2nd edition of the International Master’s in Public Procurement Management (PPM) to enable the attendance of students from non-EU CEI member countries.
The opening ceremony was held at the University of Rome “Tor Vergata” on 18 March 2014. The main objective of the International PPM Master’s is to provide specific training to public officials already working in procurement, as well as young students wishing to pursue a career in this field.
The 12 training modules will include lectures from senior procurement specialists from EBRD and other relevant international institutions as well as from professors of the University of Tor Vergata, Department for Business, Government and Philosophy Studies.
The PPM course covers subjects such as economy, strategy and ethics of procurement, contract management, legal background and other relevant topics.
“The International Master’s in PPM is an excellent opportunity for the EBRD to support institutional capacity building in the Bank’s countries of operations. The students are all carefully selected and already have prominent positions in the public administration in their respective home countries”, stated EBRD’s Director for Procurement Jan Jackholt in addressing the guests at the opening ceremony. “The enhanced knowledge and the new international network that they will establish during the Master’s Programme will undoubtedly be very beneficial not only for the individuals but for their home institutions in general”, Jackholt added, underlying that the Master’s is “perfectly in line with the Bank’s transition mandate.”
The Director of the PPM Master’s course, Prof. Gustavo Piga added that “the development of competences is the best possible answer in times of public budget contains. In this framework the challenge in the field of public procurement, implies the guarantee of quality by public services at the least possible cost”.
Amongst the selected students for this year’s edition of the PPM Master’s, 13 are from CEI Member States including two from Albania, two from Bulgaria, three from Bosnia and Herzegovina, one from Moldova, and five from Serbia. The participation of students from non-EU CEI countries is fully financed by the CEI Fund at the EBRD.
